"Two cancers" screening, the scope of screening expanded to non-registered women.

According to Ye Xiangyang, director of the Municipal Health and Health Bureau, the fertility rate of the registered population in the city was 66.19% in 2018, the sex ratio of the birth population was 106.66, the birth rate of the resident population was 11.50‰, and the natural growth rate was 10.29‰. Among them, the permanent resident population is 47,000,and the registered population is 21,000.

In order to reduce birth defects and improve the quality of the population,the city plans to implement a new round of free prenatal examination of Down syndrome and newborn hearing screening.

The city will also promote the third round of women's "two cancers" (cervical cancer and breast cancer) screening,expanding the screening population from registered women to women aged 35-64 in the city to participate in social security,further improve screening coverage and women's health Level,improve the supporting policies such as child care after the implementation of the comprehensive two-child policy,and explore the establishment of a family health service system.

In order to cope with the aging of the population, the Municipal Health and Welfare Bureau will continue to promote the combination of medical care and maintenance services, for example, expand the pilot program of medical care and rehabilitation to the development of rehabilitation and home medical services, and plan to build a group of medical and nursing projects with distinctive features and strong demonstrations; Start the training program for medical service personnel; explore the establishment of service organizations and professional teams with family health as their function.

Create two modern high-level hospitals

Ye Xiangyang introduced that Dongguan will strive to use the city's People's Hospital and the Municipal Hospital of Traditional Chinese Medicine to create a modern high-level hospital in three years.

In terms of specific practices, the Municipal People's Hospital has comprehensively launched the national key specialist construction plan,strengthened the exchange and training of key disciplines;established the emergency rescue rapid mobility unit in Dongguan;accelerated the construction of the central laboratory, started the construction of the telemedicine center; and strived to complete the project for the TOD project.The City Hospital of Traditional Chinese Medicine took the opportunity of the strategic cooperation between the National Medical Center of the City and the Traditional Chinese Medicine Hospital of Guanfo, and vigorously implemented the “three”(famous doctors,famous doctors,famous hospitals) projects,and actively created national key specialties and provincial key specialties. We will strive to build the city's People's Hospital and the City Hospital into a modern high-level hospital in three years, and promote the overall medical service level of the city.

In terms of medical unit construction, this year, in addition to consolidating the construction of the People's Hospital of the City and Xiegang Hospital, Shijie Hospital, the Third People's Hospital of the City and the Songshan Lake Community Health Service Center,the city will also explore new medical association models. For example,drawing on the experience of the Shenzhen Luohu Hospital Group, the pilot work of the hospitals of the towns of the three towns of Hengli, Zhongtang and Shiqian and the community health service center was initiated,and a close-knit hospital group form medical association was established.

In addition,this year the Municipal Health and Health Bureau will speed up the construction of five regional central hospitals, focusing on strengthening clinical key points and special specialty construction,and newly creating six key cities and specialties.
